SCOTCH PLAINS — During its regular meeting last Thursday, the Scotch Plains-Fanwood Board of Education spoke about its plans to meet the demands of increased enrollment. The board explained that while the district does have an annual operating budget, the district’s proposed expansion project would require a referendum bond vote.
